什么是可再生能源
可再生能源（英语：RenewableEnergy）是指风能、太阳能、水能、生物质能、地热能、海洋能等非化石能源，是取之不尽，用之不竭的能源，是相对于会穷尽的不可再生能源的一种能源，对环境无害或危害极小，而且资源分布广泛，适宜就地开发利用。
人类使用可再生能源的原因主要有以下几点
1、科技的进步让此类能源更加“好用”。
2、化石能源是有限的，不仅其价格会日渐增涨，而且终会有枯竭的时候。
3、某些可再生能源（如风能、水力、太阳能）不会排放温室气体（如二氧化碳），因此不会增加温室效应的风险。
4、为了增进能源供应安全，减少对进口化石能源的依赖，并满足对可持续性能源的需求。

我国可再生能源具有丰富的资源量。其中水电技术开发量为6.6亿千瓦，到“十二五”末只开发了30%，风电技术开发量102亿千瓦，已开发量为1.5亿千瓦，截至2016年底，我国太阳能发电662亿千瓦时，仅占到储量的万分之0.16。当然，可再生能源的开发量与煤炭、石油不可直接对比，但通过数据显示，我国可再生能源资源丰富，但开发程度较低，具备广阔的发展前景。

( 1 ) The operator of RES has the following responsibilities :

d) In accordance with Article 20 this law ,at the request of qualified manufacturers ,concludes a contract on the purchase of electricity by the reference price and the purchase is done the total electricity produced from the installation of qualified manufacturers ,
应合格制造商要求,依照本法第20条规定,以参考价格制定一份购电合同,采购合格制造商的设备产生的总用电量.
e) In accordance with Article 26 this law ,at the request of the potential of eligible producers ,says preliminary contract for the purchase of electricity at guaranteed purchase prices ,
应合格生产商要求,依照本法第26条规定,以保证采购价拟定一份初步的购电合同
f) to the calculation and payment of funds for delivered electricity privileged producers who have concluded a contract with the operator of RES at guaranteed prices,or eligible producers by the reference price for quantities of energy produced ,
对于已与RES经营者制定合同的特权生产商,供电金额以保证价格计算和支付；对于合格生产商使用的电量,则以参考价格计算和支付.
g) In accordance with Article 27 Paragraph ( 2 ) of this Act concluded contract on the purchase of electricity from mikroproizvođačem ,and performs the calculation and payment of funds for delivered electricity ,
依照本法第27条第2段规定,与mikroproizvođačem制定购电合同,规定已输送电力的资金计算和支付方法.
