历史成因
未经处理的木质因可能会藏有昆虫及虫卵，传入有害生物的风险较高，会打破输入国的生态平衡，导致生物入侵，可能对农业和森林资源产生严重危害。USDA颁布了降低木质包装传入有害生物风险的准则。由于木质包装经常重复利用，真实来源很难确定，因此其处理状况很难确定。
因此，美国农业部采纳了国际植物保护公约临时植物委员会于2002年3月15日通过的木质包装国际标准。通过采纳该国际标准，美国政府与其他已经采用ISPM15或正准备采用该国际标准的国家协调了贸易要求。为了规范进入北美地区的木质包装，在美国、墨西哥、加拿大北将于2005年9月16日起实施国际植物检疫措施15号标准。进境木质包装将按照美国海关和国境保护署的操作指南和程序实施检疫。为避免货物木质包装在美国港口因违反规定而被推迟或拒绝入境，进口商应该确认所有的木质包装已根据ISPM15和APHIS的规定进行处理并加施标记。
处理方法
1. 免熏蒸托盘的原材料为复合板或胶合板，原材料是用各类木制余料通过高温高压消毒形成。
2. 现在主要有两种处理方法：热处理和用溴甲烷熏蒸。对于热处理，木质包装处理时，其木材中心温度应达到56OC，并且至少保持30分钟，对于熏蒸，木质包装必须在密闭地方，于规定的溴甲烷剂量下熏蒸至少16小时，然后置于通风处，使其熏蒸剂的浓度降到安全浓度以下。在上面任何一种处理后，在木质包装每件商品的可视位置上，最好是在每件商品的正反两面，标上一个清晰和永久的标记，此标记需要受到国际植物保护公约的认可，以证明木质包装进行了规定的处理。一个标记必须包括IPPC专用标志，ISO标准的国家代码，由该国植物保护机构颁发给木质包装生产商的唯一性的数字，和代表处理方法的字母缩写。免熏蒸托盘产品一般符合世界各国的入境和环保要求，无需任何手续便可以直接在进口国通关。

Skid是滑道、打滑的意思，在包装中是“滑木包装”的意思，通常指滑木箱。
根据中华人民共和国国家标准GB/T4122，木容器型式 术语的解释，滑木箱是指①采用滑木结构的底盘②侧面和端面采用箱板和箱档制成的③木制的箱子。
滑木箱由滑木结构的底座、侧面、端面及顶盖构成。
滑木箱的标准英文说法为：Skid wooden box。
滑木箱分为木板封闭箱(A型)、木板花格箱(B型)和胶合板封闭箱(C型)。

滑木箱和普通木箱有什么区别？
滑木箱因为有一个用于承重的底座（即木箱下面连着一个类似托盘的木结构），所以滑木箱比普通木箱能承受更大的载荷，因此更加坚固，适合用于包装较为笨重的中型机械设备等产品。而普通木箱主要以端面和侧面为基础来承载，强度和载荷较滑木箱小。
为什么叫做滑木箱？滑木包装怎么来的？
有一个挺有意思的解释是这样的：
托盘（包括带托盘底座的滑木箱）是使静态货物转变为动态货物的媒介物，一种载货平台，而且是活动的平台，或者说是可移动的地面。即使放在地面上失去灵活性的货物，一经装上托盘便立即获得了活动性，成为灵活的流动货物，因为装在托盘上的货物，在任何时候都处于可以转入运动的准备状态中（使用叉车、地牛等装卸搬运设备可以轻易搬运这些装在托盘上的货物）。也许这就是SKID滑木包装的由来，仅供参考。
SKID包装是不是SKD包装呀？
SKID包装不是SKD包装。
SKD是Semi-Knocked Down的简称，意为半拆开的、半分解的。
与SKD相关的是CKD，即Completely-Knocked Down的简称，意为完全拆开的、完全分解的。
SKD和CKD包装在运输包装中极为常见。
比如：
很多家具都是SKD或CKD包装，都是运到了家里或者办公室等最终用户的地点才拆开包装，将产品组装起来。
比如：
在国际汽车、摩托车贸易中，出口商往往把成品拆散，以半成品或零部件的方式出口，再由进口商在进口国自行装配，组成整车成品，再进行销售。
